The meeting convened at 12:30 p.m.

COUNCIL REPRESENTATION

Dr. Coughlin noted that the North American Federation now includes AOFAS, the Canadian Foot and Ankle Society, and the Mexican Foot and Ankle Society. AOFAS has agreed to relinquish one of its seats on the Council and allow Timothy Daniels, M.D., Toronto, Ontario, Canada to serve as a North American Federation representative on the Council. Drs. Coughlin and Clanton will continue to serve as North American Federation representatives.

Terms of office for the existing Council members are as follows:

Terms expiring in December, 2004 - In Heion Park, M.D. (Korea) - Emil Tablante, M.D. (Philippines) to replace.

Terms expiring in September, 2005 - Michael Coughlin, M.D., President; Haruyasu Yamamoto, M.D., Secretary; Fernando Fonseca Filho, M.D. (Brazil), Treasurer; Haruhito Aoki, M.D. (Japan); Thomas Clanton, M.D. (USA); Patrice Diebold, M.D. (France); Hans Kuester, M.D. (Germany); Caio Nery, M.D. (Brazil); and Alberto M. Vadell, M.D. (Argentina).

Terms expiring in September 2007 - Timothy Daniels, M.D. (Canada), Emil Tablante, M.D. (Philippines).

Terms expiring in September 2008 - Sandro Giannini, M.D. (Italy).

TRIENNIAL MEETING

Dr. Giannini reported on progress with the Second IFFAS triennial scientific meeting scheduled to be held in Naples, Italy on September 15-18, 2005. The meeting will include symposia and free papers. Abstracts are due January 31, 2005. The congress has a separate website www.oic.it/iffas2005.

FINANCES

Mr. Cantrall reviewed IFFAS finances. He noted that IFFAS currently has $14,500 in cash. The net for the year after paying bills and the management fee was $1,500. The next dues statement will be mailed in October.

NEXT COUNCIL MEETING

Dr. Coughlin suggested that the next Council meeting be held in Mandaluyong City, Philippines during the December 1-4 Asian Federation meeting. The only Council meeting in 2005 will be at the Triennial Meeting in Naples, September, 2005. Proxies for those not attending should be sent to the secretariat before December.

AWARDS

Dr. Coughlin reported that New Deal has agreed to sponsor two $5,000 awards for the best scientific study and the best clinical study presented at the Triennial Meeting. These will be named the Takakura Award. New Deal should be recognized at the Naples meeting for its contribution. Certificates will be prepared for the award winners. Dr. Nery will investigate the cost of producing a plaque similar to the Mann Award in Brazil. An announcement on the awards will appear on the IFFAS web site. New Deal has requested that the selection committee include representatives from each of the regional organizations. It was suggested that there also be an award for the best poster. The award would be named for the President of the federation where the award is presented.

ACTION

It was moved, seconded and agreed to accept the $10,000 gift from New Deal for two awards to be presented at the Triennial Meeting. It was agreed that these will be named the Takakura Award. It was further agreed that the Program Committee with representatives from each federation will select the winning papers.

IFFAS WEB SITE

Mr. Cantrall reviewed the IFFAS web site. The site includes a calendar of international, regional and national meetings, including detailed information on the 2nd Scientific Triennial Meeting. There also is a link to the Triennial Meeting website. Mr. Cantrall encouraged Council members to submit meeting information, including site photos, and links to other national organizations. Dr. Nery suggested that there be a secure area for Council members to correspond.

TRAVELING FELLOWSHIPS

It was noted that Aircast has agreed to fund international traveling fellowships through AOFAS and EFAS.

CALENDAR

Copies of the calendar were distributed and Mr. Cantrall asked for corrections and additions.
